Red Cross Assists Militant Group in Recovery for Remains of Captives in Gaza Strip

The International Committee of the Red Cross (ICRC) stated that its personnel joined members of Hamas into zones of Gaza currently controlled by Israeli military control to support the hunt for the bodies of Israeli hostages.

Truce Agreements and Captive Remains Handover

As part of the US-brokered ceasefire, which began on 10 October, Hamas is required to return the remains of all Israeli hostages as soon as possible. As a reciprocal measure, Israel has agreed to transfer 15 Palestinian bodies for every Israeli body returned.

The organization has so far handed back the bodies of 15 of those held captive but zero in the last five days, as some of those bodies are believed to be in areas past the yellow line designating Gaza’s ceasefire.

ICRC Role as Impartial Facilitator

“Upon the appeal of the involved sides, the Red Cross accompanied a party to the conflict as the party looked for the bodies of the deceased individuals beyond the military-established ‘yellow boundary’,” said a representative for the committee.

The spokesperson added: “Those involved to the conflict determined the modalities of the mission and entrusted the Red Cross to act as a neutral intermediary. The ICRC was not involved in those negotiations.”

The official further explained: “The ICRC was not involved in the physical hunt for the bodies nor does it engage in the retrieval of remains.”

Under international humanitarian law, it is the responsibility of the parties involved in a hostilities to locate, gather, and recover human remains.

American Ultimatum and Local Search Efforts

On Saturday, the American leader delivered a two-day demand to the militant group. “Hamas is going to have to start handing over the remains of the hostages who died, which include American citizens, quickly, or the other countries participating in this great peace will take action,” he wrote on his online channel.

As the two-day window neared, Hamas, accompanied by the Red Cross, teamed up with Egyptian teams, who were granted permission by Israeli authorities to search for remains past the boundary marking the withdrawal of troops inside the territory. An Israeli spokesperson said the delegation would use heavy machinery and vehicles in the search.

This development was corroborated by an unnamed Israeli official, who told local press that Hamas representatives had been permitted to enter sections of Gaza under military authority to look for the remains of captives, alongside Egyptian and Red Cross personnel.

“To achieve this goal, representatives were permitted to cross the yellow line,” the source was quoted as saying.

Video published by a regional network seemed to show members of a Hamas unit – belonging to the organization’s armed faction responsible for holding captives – escorting a humanitarian transport in a coastal area near a southern city, which lies outside Israeli military control.

Challenges in Locating Captive Remains

The search for the remains of Israeli hostages has become one of the most delicate matters in the ceasefire agreed between the two sides. However, the attempt to locate the remains has been challenging from the beginning, given the existence of an estimated enormous amount of debris across the territory, where, according to health officials, at least 10,000 Palestinians are listed as unaccounted for, buried under the debris.

Diverging Statements on Body Whereabouts

Hamas has stated it does not know the exact locations of all the bodies, saying it has lost contact with a number of its teams that had been detaining the captives and were reportedly eliminated during military strikes.

However, an Israeli government spokesperson claimed that Hamas knew the locations of the remains. “If Hamas made more of an effort, they would be able to retrieve the remains of our hostages,” the spokesperson said.

US Stance and Weapons Surrender Discussions

While the US president has acknowledged that a portion of the bodies are hard to access, he said that “others they can return immediately and, for unknown reasons, they are not.”

“This could be related to the surrender of weapons of the group,” he noted.

Washington has said it has obtained guarantees from the organization that the group will disarm, though no specific schedule has been set. They remains hesitant to give up its weapons without firm guarantees about the future of its members.
